    DEPARTMENT OF LABOR

    Employment and Training Administration
    [NAFTA-01350]

Dayco Products, Incorporated Including Leased Workers of Manpower
Temporary Services Waynesville, NC; Amended Certification Regarding
Eligibility To Apply for NAFTA-Transitional Adjustment Assistance

In accordance with Section 250(A), Subchapter D, Chapter 2, Title
II, of the Trade Act of 1974 (19 USC 2273), the Department of Labor
issued a Certification for NAFTA Transitional Adjustment Assistance on
January 29, 1997, applicable to all workers of Dayco Products,
Incorporated, Waynesville, North Carolina. The notice was published in
the Federal Register on February 13, 1997 (62 FR 6806).
At the request of the petitioners, the Department reviewed the
certification for workers of the subject firm. New information provided
by the company shows that some employees of Dayco Products,
Incorporated were leased from Manpower Temporary Services to provide
administrative support function services for the production of
automotive parts at the Waynesville, North Carolina facility. Worker
separations occurred at Manpower Temporary Services as a result of
worker separations at Dayco Products, Incorporated.
Based on these findings, the Department is amending the
certification to include workers of Manpower Temporary Services,
Waynesville, North Carolina leased to Dayco Products, Incorporated,
    Waynesville, North Carolina.
The intent of the Department's certification is to include all
workers of Dayco Products, Incorporated adversely affected by imports
    from Mexico.
The amended notice applicable to NAFTA-01350 is hereby issued as
    follows:

All workers of Dayco Products, Incorporated, Waynesville, North
Carolina and leased workers of Manpower Industries, Waynesville,
North Carolina engaged in employment related to administrative
support function services for the production of automotive parts for
Dayco Products, Incorporated, Waynesville, North Carolina who became
totally or partially separated from employment on or after November
11, 1995 are eligible to apply for NAFTA-TAA under Section 250 of
    the Trade Act of 1974.

Signed at Washington, D.C. this 15th day of August, 1997.
    Grant D. Beale,
Acting Director, Office of Trade Adjustment Assistance.
