    This is a notice of the Presidential declaration of a major disaster for the State of Florida (FEMA-1359-DR), dated February 5, 2001, and related determinations.

    SUPPLEMENTARY INFORMATION:

    Notice is hereby given that, in a letter dated February 5, 2001, the President declared a major disaster under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 USC 5121, et seq., as amended by the Disaster Mitigation Act of 2000, Pub. L. No. 106-390, 114 Stat. 1552 (2000), as follows:

    I have determined that the damage in certain areas of the State of Florida, resulting from a severe freeze on December 1, 2000, through January 25, 2001, is of sufficient severity and magnitude to warrant a major disaster declaration under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 USC 5121, et seq., as amended by the Disaster Mitigation Act of 2000, Pub. L. No. 106-390, 114 Stat. 1552 (2000) (Stafford Act). I, therefore, declare that such a major disaster exists in the State of Florida.

    In order to provide Federal assistance, you are hereby authorized to allocate from funds available for these purposes, such amounts as you find necessary for Federal disaster assistance and administrative expenses.

    You are authorized to provide Disaster Unemployment Assistance and Hazard Mitigation in the designated areas and any other forms of assistance under the Stafford Act you may deem appropriate in the designated areas. Consistent with the requirement that Federal assistance be supplemental, any Federal funds provided under the Stafford Act for Hazard Mitigation will be limited to 75 percent of the total eligible costs.

    Further, you are authorized to make changes to this declaration to the extent allowable under the Stafford Act.

    Notice is hereby given that pursuant to the authority vested in the Director of the Federal Emergency Management Agency under Executive Order 12148, I hereby appoint Michael Bolch of the Federal Emergency Management Agency to act as the Federal Coordinating Officer for this declared disaster.

    I do hereby determine the following areas of the State of Florida to have been affected adversely by this declared major disaster:

    The counties of Alachua, Baker, Bradford, Brevard, Broward, Charlotte, Citrus, Clay, Collier, Columbia, Dixie, Miami-Dade, DeSoto, Duval, Flagler, Gilchrist, Glades, Hamilton, Hardee, Hendry, Hernando, Highlands, Hillsborough, Indian River, Lafayette, Lake, Lee, Levy, Manatee, Marion, Martin, Monroe, Nassau, Okeechobee, Orange, Osceola, Palm Beach, Pasco, Pinellas, Polk, Putnam, Sarasota, Seminole, St. Johns, St. Lucie, Suwannee, Sumter, Union, and Volusia for Disaster Unemployment Assistance under the Individual Assistance program.

    All counties within the State of Florida are eligible to apply for assistance under the Hazard Mitigation Grant Program.
