SUMMARY:
On November 7, 2022, the Bureau of Land Management (BLM) published in the Federal Register a proposed rule to enhance the communications uses program, update its cost recovery fee schedules, and add provisions governing the development and approval of operations, maintenance, and fire prevention plans and agreements for rights-of-way (ROW) for electric transmission and distribution facilities (powerlines). The BLM has determined that it is appropriate to reopen the docket until January 23, 2023, to allow for additional public comment.

The comment period for the proposed rule originally published on November 7, 2022, at 87 FR 67306, is reopened. Comments must be submitted on or before January 23, 2023. The BLM need not consider, or include in the administrative record for the final rule, comments that the BLM receives after the close of the comment period or comments delivered to an address other than those listed in the ADDRESSES section.

Background
The proposed rule was published on November 7, 2022 (87 FR 67306), with a 60-day comment period closing on January 6, 2023. Since publication, the BLM has received a request for extension of the comment period on the proposed rule. The BLM has determined that it is appropriate to reopen the docket until January 23, 2023, to allow for additional public comment.
