60-Day information collection notice.
SUMMARY:
In compliance with the Paperwork Reduction Act of 1995, the OUSD(P&R), DoD announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; the accuracy of the agency's estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

SUPPLEMENTARY INFORMATION:
Title; Associated Form; and OMB Number: DoD Child Development Program (CDP)—Criminal History; DD Form 2981; OMB Control Number 0704-0516.
Needs and Uses: The information collection requirement is necessary to obtain a self-reported record of criminal history from each employee, contractor, volunteer, family child care provider, and family child care adult family member residing in the home. Authority is granted by 42 United States Code 13041 which requires the application for individuals who are seeking work for an agency of the Federal Government, or for a facility or program operated by (or through contract with) the Federal Government, contain a question asking whether the individual has ever been arrested for or charged with a crime involving a child, and if so requiring a description of the disposition of the arrest or charge. Individuals who are interested in working for the DoD or for a program operated by or through a contract with the DoD must complete the form prior to working with children under the age of 18 years.
