Delegation of Authority Under Section 321(c) of 
                the North American Free Trade Agreement Implementation 
                Act

                Memorandum for the United States Trade Representative

                By virtue of the authority vested in me as President by 
                the Constitution and laws of the United States, 
                including section 301 of title 3 of the United States 
                Code, I hereby delegate to the United States Trade 
                Representative (USTR) the powers vested in the 
                President by section 321(c) of the North American Free 
                Trade Agreement Implementation Act (19 U.S.C. 3391(c)) 
                with respect to the tariff rate quotas for tomatoes.

                In carrying out this authority, USTR shall consult with 
                interested agencies, as well as the National Economic 
                Council and the National Security Council.

                You are authorized and directed to publish this 
                memorandum in the Federal Register.
