The phrase "point-in-time data" is used (p.2088, Section 1355.42(b), to describe
data elements that are expected to remain static over a sic-month report period or
even longer. The phrase is used again in the description of 1355.42(c) (p.2090),
and on p.2113 regarding Section 1355.44(c). On p 2130, Section 1355.42(c) the
instructions are to file the "most recent information." Please clarify whether point-
in-time means "the most recent" (as in, the most recently entered information, or
the current information in the record) or is related to the end of the reporting period
date or the beginning of the reporting period date or something else? Please be
more specific about what point in the reporting period is the "point-in-time".
