Head Start Program

I have reviewed the proposed rules for the Head Start Program and feel that, overall, the changes are excellent. We should not continue funding HS programs that provide poor services to children and families. My primary concern with the proposed working is based on the "minimum of 25 percent of all Head Start grantees. If that wording was eliminated, and only included Head Starts that met one or more of the "triggers for re-competition," the proposed rule changes would make sense. However, to artificially create a bottom 25%, where some Head Starts are adequate performers, would unnecessarily create a lot of extra work for those programs.
