Attached please find Oxfam GB's comment in response to the proposed rule for Partner Vetting in USAID Acquisitions, published June 26, 2009 (74 FR 30494). We express our concerns as a grant recipient of USAID funding, which equally apply to the proposed rule affecting USAID contractors. We provide this comment to restate our concerns in principle with regard to the proposed implementation of the Partner Vetting System. Thank you for the opportunity to comment.
