The California Wheat Commission appreciates the opportunity to commment on the proposed rule, "Karnal Bunt;Criteria for Releasing Fields from Regulation, Docket No. 04-134-1". We support the change that would allow a field to qualify for release from regulation after 5 cumulative years of specified management practices, rather than 5 consecutive years. We also support the on-going effort to work with importing countries, so that they may modify their Karnal bunt import regulations. It is the goal of the California Wheat Commission that Karnal bunt will be a non-regulated disease.
