Emerald Ash Borer; Quarantined Areas

I witnessed a collection point set-up in Michigan this year and because of this action I would like to see a requirement that any collection point be setup within the quarantined area. I am referring to Michigan's collection at the Northern end of the Mackinac Bridge this past summer of firewood being brought into the Upper Pennisula. I seems to me that it would make sense to attempt to stop the wood from crossing the bridge in the first place. By collecting the wood in the Upper Pennisula and letting it sit in the rest area dumpster until disposal is a waste of time. Once this material is in the Upper Peninsula it is too late. I believe this action was being performed by the Michigan Department of Agriculture.
