Comment: I feel this is a very good recommendation. Most of the original regulations were established in 1987 and with it being 20 years later, it is time to update the rules and regulation. With so many request from foreign exporters and domestic importers, it is a good idea to consolidate many of the rules to make them easier to understand. I feel this is a good idea for trade and will allow for many different fruits and vegetables to be introduced to the United States. I still believe there should be strict inspections so no pests are introduced however. I believe the agencies should do a trial in a few countries and do research on the results and effectiveness of the trial. I also like that the agencies are updating the means by which proposals are introduced such as e-mail to expedite the process of the proposals.
