Within this proposal, you make the broad statement:
"The last item listed above, which provides for the designation of 'any other
product, article, or means of conveyance' as a regulated article, is intended to
address the risks presented by, for example, a truck that may have inadvertently
picked up plant material or adult boll weevils while driving through fields, thus
enabling an inspector to designate that truck as a regulated article in order to
ensure that any necessary risk-mitigating measures are carried out."
While I appreciate the concerns, and might even agree with a need to be cautious
about the threat to crops, I must object to ANY broad, sweeping enpowerment of
this nature; Be more specific in the powers you're requesting of the People, and
very clear on what you will do with that "product, article or means of conveyance."
As it stands now, one could fear that you'd confiscate a man's pickup truck
because he drove through a cotton field at some point, which would be an entirely
unacceptable means of addressing a potential problem.
We already have one government agency which usurps the rights of the People
inordinately. Let's not go adding yours to that list... or is this department also
under the HS umbrella now as well?:)
