I strongly support some sort of pre-importation screening of plant species before their importation into the US. This screening should be paid for by the importer - similar to Australia's system. It is grossly unbalanced to allow nurserymen to import new species into the country on which they make profits only to have the taxpayers invest tax dollars in dealing with the problems that invasive species or carriers of pset species cause decades later. When a species has shown itself to behave in North American habitats - especially undisterbed habitats then it can be allowed in.
