Do not make this a manditory program. Many pet owners cannot afford the chips nor do they want them put in otherwise they would have them since they are widely available. The government is getting too many of these "for your own good" programs and laws. The chip makers would love to make this mandidtory as it would add greatly to their sales and profits. We want the government out of our business and pets and the freedom to choose how and if identify our pets.
