I am always concerned about the welfare of the animals being displayed at the many odd locations where programs and exhibits take place. However, if people see something that raises a concern, they tend to call local animal control or even the USDA itself to correct the problem. Based on how stretched the USDA-APHIS resources are, it would seem like a lot of additional work to keep up with the huge number of filings and constant updates that would come in from this. I also think the potential problem sites may well be lost in the mounds of filings regarding one serval at a school program or a change in where we are stopping overnight to rest with our binturong.
Narrow the focus if you want this to be an effective tool in cracking down on dangerous or inhumane exhibits. If there are specific exhibitors of concern, allow the inspector the freedom to require special filings from them, or only require itineraries including the off site exhibit of adult big cats, if they are the species of most concern.
