As a USDA-licensed exhibitor, we applaud this much needed and long-overdue proposed rule change. To enforce the provisions of the Animal Welfare Act, APHIS inspectors must have the ability to conduct unannounced inspections of premises with regulated animals - an already difficult task made impossible if the regulated animals cannot be located!
The majority of exhibitors and dealers who travel already submit itineraries in a timely manner pursuant to APHIS Policy #2 issued in 1997. This rule change will have little impact on those already in compliance, but will require those who are not currently doing so to submit their itineraries. This seems fair to all concerned.
