Taking this opportunity National Airline ?Uzbekistan Airways? presents you its compliments and informs that we have properly considered the project of rules concerning fruits and vegetables imported in passenger baggage, arriving by flights of foreign airlines into the United States, and confirms our readiness to execute the requirements of the USA Legislation coherent provision of various security aspects, including related to requirements to accompany fruits and vegetables by Phytosanitary Certificate imported by passengers in their baggage. Nevertheless, arises some technical questions concerning the performance of these requirements, and also the questions related to obtain more specific information concerning regulations of this project that are required to be more detailed during the next project of rules modification. In particular, the questions are: 1. What minimum number of fruits and vegetables imported in passenger baggage into the United States is mandatory to be accompanied by Phytosanitary Certificate? 2. Will the countries out of which a free import permitted be designated? 3. Will the penalties for import of fruits and vegetables in air passenger baggage be applied? To whom will such penalties ? to passenger or to air carrier be applied? This question is very important as since it evident, that airline can not perform total control of passenger?s baggage contents. Furthermore, passenger which travels through the several connecting points on his route can with out of interruption of his route to purchase fruits and vegetables in one of such airports and take it to hand luggage for further travel on this route. 4. We suppose it is necessary to designate exactly what kinds of treatment for fruits and vegetables (drying, sun-curing, boiling, freezing etc.) exclude the necessity of Phytosanitary Certificate to accompany, for import of specified fruits and vegetables in passenger baggage.
