Importation of Sheep and Goat Semen

To Whom it May Concern: In addition to other comments AI technology volume is mainly the seedstock industry, rams with impressive show records are often collected and their semon sold to other purebred breeders, Seems to me the emphasis should be on natural disease resistance, performance in meat production, milk, wool, or leather but without losing the genes to keep them, thus their offspring healthy. Look at the dairy industry, milk production is the focus, the facts are, we have bred out the innate antibodies in colostrom. The accompaning International Veternarian International Certificate should include on any ram semon imported codon for scrapie resistance to be ARR/AHQ or ARR/ARQ on the certificate. Why go backwards? Look at Dorpers in the late 1990's, many were QQ, took years to breed the QQ out of them. If APHIS charge includes ensuring the health and care of animals and plants, the required codon testing from scrapie affected regions of the world shpwing the semon is indeed ARR/AHQ or ARR/ARQ seems prudent. All methods of prevention should utilized. In regards to census information, the last was 2001 showing 3999 establishments in NAICS subsector. 1152, be interesting to see the next census. Personally, I would never purchase rams or semon from anyone that didn't have these rams tested or semon analyzed to determine scrapie resistance. In fact, any producer of ovine in this country should have the right to import semon from any country with paperwork certifying via exporting government its the codons mentioned above. With all the hype about AI technology, its my nature to be skeptical on importation of any semon. Id rather import live animals, I want to see the finished animal along with the codon testing. The proposed SFCP only producer requirement permitted to receive said semon should be removed.
