This quarantine is a necessary step to prevent the spread of Cactoblastis cactorum from infested areas in the southeastern United States to uninfested areas, particularly those in the southwestern United States which have a significant number of cactus species that could be effected by and host to the moth. The spread of this moth to the southwestern US would have a significant negative effect on dry ecosystems; spread to Mexico would have a significant negative effect on both natural vegetation and agriculture.
