Gentlemen, The proposal paints with a broad brush, including all licensees nad registrants, but focuses on 'facilities', e.g. most Intermediate handlers deal with animals in transit. Perhaps you should narrow your focus to facilities only, if you are meaning to establish 'emergency procedures' for brick and morter facilities in the event of hurricanes, forest fires, floods, etc.
