Handling of Animals; Contingency Plans

I fully support madating all private and public facilities, housing animals for their own monetary benefit, to develop and implement disaster contingency plans. Time and time again, it has been up to private and charitable organizations to take on the monumental task of trying to help these animals to safety, when the owners and employees of these facilities leave them to die. It is unnacceptable and this type of mandate is long overdue. The owners and employees of these facilities must be responsible for the safety of their own animals.
