I support this proposal, disaster preparedness is essential for the well-being of the
animals that already are suffering in puppy mills, research facilities, and all the
facilities that exploit them for profit.
I think each and every "licensee and registrant" should submit their contigency
plan to their local FEMA office for review, because this ensures that they actually
prepare one. If they fail to submit a sufficient plan, their licenses should be
revoked. (I would love to see all these horrible places SHUT DOWN) I also think
that all "employees" of these facilities must attend a Disaster Preparedness
course, such as the Humane Society's "DART" course. Most the people who
work exploiting animals really have no compassion for them and they need to be

I think APHIS is heading in the right direction and actually showing some concern
for the poor creatures that we are torturing in research labs, and neglecting in
puppy mills and other large scale "pet breeding" facilities.
