No economic impact study has been done prior to this rule change submission as is required by law. This is an ill conceived rule that not only brings tremendous economic hardship on small business owners but does nothing to protect animals prior to any disaster. AWA stands for animal welfare act. Each and every licensee under the AWA already knows what they will do to protect and care for their animals during and after any kind of so called disaster. That was certainly proven here in Iowa , this past summer with 1000 year floods and tornadoes of a huge magnitude. I would suggest that USDA work on enforcing the existing laws , license all breeders , and when you have that accomplished , then worry about enacting new regulations.
