I am VERY CONCERNED about lifting the restrictions on CEM Horses. APHIS has clearly said there is "VIRTUALLY" no risk of the disease spreading through causal contact during a show or exercise or exhibition. Why take that risk at all? If you were to say there is "absolutely no risk", many of us would have no problem at all with the restrictions being lifted. But you are not saying that. You are saying there is "virtually" no risk. I implore you to reconsider this action and keep the restrictions tight with no chance of flexibility.
