Is a .pdf version of the actual 'insect risk assessment' (not just the federal register
notice) posted anywhere to view? This assessment may have information that
alleviates anxiety as to what could be included in the wrapped garbage being sent
to landfill in Washington State from Hawaii.
The potential for innoculating the Pacific Northwest Ecosystems with fungal
spores, insects, etc from wrapped garbage for a landfill seems contrary to the
Phytosanitary Standards put in place by the International Plant Protection
Commission. Established standards for wood packaging material and dunnage
have been established and adopted. This step to send wrapped garbage to the
mainland from Hawaii whose ecosystem has been impacted by invasive species
seems to be beyond the scope of the ISPM standards we are to adopt.
There are several ISPM standards that have been adopted by Canada, Mexico,
United States, European Union and other countries. Steps are being taken to
certify wood material that is either chemically treated or has undergone a heat
treatment. Unless garbage is irradiated, burned, etc. an evaluation cannot be
made from the Federal REgister notice.
Without reading the actual steps taken for the insect risk assessment, I have
grave doubts as to what long term impacts will be to the ecosystems if this action
is approved.
