Importation of Ovine Meat From Uruguay

I was wondering if I slaughtered lamb or goat in Uruguay and intended to ship to USA would the importer/distributor/retailer or me be required to have a label indicating place of origin and the wording "FRESH" on the label? I have been told by Federal Pacikng Inspector in the US when asked if he knew the difference between a goat kid carcass and a hair lamb carcass, his reply was no. What does APHIS consider "Fresh" lamb versus "non fresh" lamb, and who will determine that? Seems like lamb coming from Uruguay and frozen or chilled would not meet any US consumer standard as "FRESH" by the time it was purchased by the consumer, same thing with other countries exporting ovine to the US
