USDA is to be comended for the efforts to reduce the incidence of CEM cases entering the United States.
Delaying the implermentation of the rule is questionable. While there may be increased costs involved in importing equids into the US, this cost is minimal in comparison to the costs incurred at the state level when CEM is transmitted into the equine population around the u.S.
States do not have distinct budgetary lines for disease outbreaks such as this , however in order to protect the breeding industry action must be taken.
Immeduisate immplementation of the rule is needed.
