I understand and agree with the need for change in policy and will support whatever is mandated. I also firmly believe the task of quarantine and testing for both import as well as export should not be taken lightly. I believe we do this not only to protect the breeding economy but for the protection of all horses and all equine economy. I suggest that the USDA should look into the facilities doing the quarantine and start with the policy review there. My suggestion is that import and export quarantine facilities should only work with import and export horses to reduce the possibility of spreading CEM through their farms that also breed, train, retire, rehab, etc... Import export quarantines do work and they can survive even if that is all they do. It will place the responsability of biosecurity and proper testing on the facilities. Quarantine facilities should not be viewed as a side job.
