I am concerned by the significant backward step taken by APHIS in its decision to exclude crucial categories of wood products, pulp, and paper from the declaration requirement, a critical element of achieving the intent of the broader Lacey Act. To exclude pulp and paper from the declaration requirement is to ensure that a large part of the trade in illegal logs will continue unabated. These categories currently proposed for exclusion by APHIS should be included in the first stages of enforcement.
Please act to restore these essential categories.
