APHIS HAS BEEN DOING LITTLE TO NOTHING TO PROTECT ANIMALS. APHIS HAS BEEN SITTING ON ITS BUTT BEING OF NO HELP TO DOGS AND CATS, WHICH ARE DAILY ABUSED. THEIR VISITS TO ABUSIVE PET SHELTERS HAPPENS ONCE EVERY 5 YEARS - IS THAT MONITORING --I DONT THINK SO. THIS NEEDS CHANGE.
