Wood Packaging Material Used in Domestic Commerce

We a military packing co..All our shipments that have wood involved must adhere to ISPM15. We stamp every box, crate, pc of wood with the stamp. All the wood used must be heat treated and certified as such. As of now only military orders and international shipments must be in compliance with the above. Perhaps all wood shipments with in the US should comply with the ht but also must have the ISPM stamp applied. That would include all pallets which are just about in compliance as long as the wiood is HT. I suppose that there may be some unsavary wood products shippers who may stamp HT but that is where any enforse may be necessary. Once that is ok then we should not need another layer of bureaucratic authority as long as the aforementioned marks are applied. That should protect the US as well as any internfational shipping and not really incrrease costs.
