Wood Packaging Material Used in Domestic Commerce

Some common sense please. We ship borate pressure treated log home building materials. All WPM materials are made from the same species of wood as the logs and borate pressure treated right along with other materials that make up the bundles that are treated in the cylinder. The way I read and understand this proposal is that it will be ok to ship the logs domestically but not the WPM. This makes no sense.
