Wood Packaging Material Used in Domestic Commerce

What evidence is there that WPM contributes to spread of domestic pests? Firewood seems to be the problem. Soft wood is almost always HT in packaging. Extra cost is for certification. Hard wood will have real treatment costs. Certification costs $600 a month. This is signifigant for small suppliers. Certification costs can be cut by more than 50% if sites that pass are inspected quaterly rather than monthly. Monthly inspections of compliant sites are unnecessary. Might take a few monthly inspections to get on board.
