ASTA encourages APHIS to have the terms “common cultivar” and “common food crop” defined as broadly as possible to ensure that they cover all species of seed currently in the market place. These definitions need to accommodate species used for non food purposes including biofuels, fiber, environmental restoration, etc. In addition, these definitions should be applied to classes of seeds versus individual shipments.
