Removal of Varietal Restrictions on Apples from Japan

I would like to know the majority decision for the reason of proposal of this legislation. Is the reason to increase supply and lower cost of the good? Has the demand for apples significantly increased that the U.S. Citizen is willing to increase the potential for risk of pests to migrate into this country. Is this necessary?
