National Poultry Improvement Plan and Auxiliary Provisions

I am not sure this is the correct document to comment on. However, I have writing in support regarding poultry/Chickens to have true outside access. That is access to significant grassy areas. This provides access to the normal environment for the animal to roam, dig worms, eat insects, and some semblance of a "natural" life for a domesticated animal.
