This comment is directed to the area of the rule and protocol documents relating to inspections and inspection cycles. Does the requirements of Section III, 1., A., i. in the document titled, Requirements For Interstate Movement Of Citrus And Other Rutaceous Plants For Planting From Areas Quarantined For Citrus Canker, Citrus Greening And Asian Citrus Psylid, require all plants to be at least 6 months old prior to shipping or does it require a sample testing of the complete inventory of plants , regardless of age, every six months thereby allowing all plants in inventory at the time of sampling, regardless of age, be eligible for shipment? This comment is to address plants that have a growing cycle of less that six months
