I think we all understand the importance of keeping noxious weeds and invasive pests out of our country and appreciate the efforts towards that goal. My only concern is the restriction on 'seeds' of 'plants for planting that are hosts of quarantine pests'. If the quarantine pest is a virus that the seed is potentially infected with, then I understand the need to restrict the importation of seed as well. However if the quarantine pest is an insect, and its egg laying habits are not associated with the plant's fruit or seed, then properly cleaned/processed seed from that plant should be permitted for importation since the seed would not include insect eggs of the quarantine pest.
