To whom it may concern,
I teach "first detector" training and publish a newsletter on the detection of invasive species in the Pacific Islands. Saying I am living and working in Hawaii should be reason enough to explain my attitude towards invasives.
If the proposed regulation is as straight-forward and potentially as effective as it sounds, I am for trying it.
I do not, however, want to add another level of state or federal bureaucracy. If it cannot be done within the existing governmental framework, or by streamlining existing processes, I am against it.
