Importation of Avocados from Continental Spain

I perused the proposed rule that would allow the importation of avocados from continental Spain to America while avoiding the introduction of quarantine pests. I am amazed by how much certification and special conditions that comes along with simply trying to import a fruit. It seems simple but this rule displays the complicated and strict conditions that appear to come along with any proposed rule in the bureaucracy. I’m curious to know why it is so critical to get the avocadoes from Spain rather than where America is currently importing them from. Are they cheaper and if so why are they cheaper? Are they better quality?
