Comment from Michael Martin

I have helped draft comments for formal submission by the National Assembly of State Animal Health Officials. However, I want to offer my own personal statement. While I applaud the intent of creating a standard to guide the emerging field of electronic CVIs. This one was developed using the wrong methodology and structure. The result is dysfunctional in a number of ways that will be enumerated in the National Assembly comments. I strongly support the idea of withdrawing the proposed document and immediately starting over using a more inclusive standards development process.
