Section R309.2 refers to an Access Aisle for parallel parking and requires the area to be a minimum of 5 feet wide. The Pennsylvania vehicle code (§ 3354) states the following:
Except as otherwise provided in this section, every vehicle standing or parked upon a two-way highway shall be positioned parallel to and with the right-hand wheels within 12 inches of the right-hand curb or, in the absence of a curb, as close as practicable to the right edge of the right-hand shoulder.
Legislative changes may be required to be able to implement the proposed provisions for an access aisle, which could prove to be difficult. A person in PA is to park their vehicle within 1 foot of the curb, placing them within the proposed access aisle.
