This question is about "prioritization directives".
In the proposed rules for 15 CFR Part 700, issued June 7, 2010, 700.11 (a)(3) discusses "prioritization directives" and refers to 700.12 which says prioritization directives take precedence over all DX rated orders, DO rated orders and unrated orders but that Allocation orders take precidence over all. This infers that prioritization directives may be different from DX rated orders.
However, I can find no where else which indicates how to mark a prioritization directive on the order so that it is clear to the contractor that the order is a prioritization directive. If I missed it, I am sorry, but shouldn't there be some language such as "This is prioritization directive order certified for ....."
Or are you trying to say that rated orders from the Department of Commerce take precidence over rated orders from the DOD and if this is the case, would a DO Commerce order take precedence over a DX DOD order?
