I have been involved in the process of applying for 5 different SNAP-R accounts, as well as updating company and user information through the paper process. Although the process is effective, it is quite cumbersome and every change requires a corporate officer to sign it off. In my company case this requirement causes delays to the process as our corporate officers are located outside the US. Having designated administrators that can keep the accounts updated, add or remove users on line will be a great improvement to the process. I hope this rule goes into effect as soon as possible.
