The Interior Department should do everything in its power to encourage oil shale innovation and technological development, because oil shale has the great potential as an abundant domestic resource to help increase America’s energy stability and security. However, I don’t think your proposed royalty rates have quite hit the mark; they are just too high for a resource that historically has had high costs associated with extraction. We need finalized regulations now in order to take the much-needed step toward our energy security and stability and we need finalized regulations with low royalty rates.
