See attached file(s) Mr. Director, Please rescind this Interim Final Rule. As noted in my comments and others it will cause undue burdens on many including your own agency and needless waste of our tax dollars to address legal challenges to your policy issues that will be promulgated on ambiguous legal directives from Congress. Congress needs to re-visit the issue before rules are promulgated. Fred Johnson
