I agree with the proposed regulations and find them appropriate. Federal regulation of fracking is required for federal land since it lies beyond the normal regulatory jurisdiction of states. A uniform set of regulations should be set for federal properties. Disclosure of fracking fluid ingredients should be required for all hydrofracking operations regardless of jurisdiction since unforeseen incidents are know to occur. I find that CELs are appropriate. Storage of flowback liquids should be in closed tanks if fracking is done within 100yr floodplains where unpredictable flooding could result in surface water contamination.
