The first proposed regulation—"The public disclosure of chemicals used in hydraulic fracturing operations on Federal and Indian lands"—is more than a vital component of this modernization, but is also in the spirit of how the BLM should approach the dangerous, water- and life-threatening practice of hydraulic fracturing. Namely, there should be public disclosure of the entier drilling plan to the public, and effort should be made to solicit input from users of BLM lands (grazers, ranchers, etc.). Fracking can never be safe or without ecological detriment, so citizens and users of public lands ought to have ample opportunity to shape the nature, construction, and use of each and every proposed drilling project on BLM land.
