To whom it may concern:
This comment is in response to the BOEMRE direct final rulemaking as shown above regarding the Outer Continental Shelf-Acquire a Lease Noncompetitavely, published in the Federal Register on 26 Nov., 2010.
Under the current regulations, there is a level of protection that guarantees the public has notice of any requests, giving competitive interests the chance to submit alternative bids, and the public an opportunity to express concerns and make comments.
Since BOEMRE will no longer be required to publish a "Notice of Interest" prior to issuing a lease, developers would be discouraged from making the best proposals. There is no valid justification for avoiding the public process.
"Streamlining" this process will result in hurried decisions that may allow dangerous or untested technologies in our marine environment.
I equest that you withdraw the direct final rule and continue with established standard rulemaking proceedured. Thank you.
