Each coastal state should identify and initiate marine renewable energy test sites. The outer edge of the OCS is optimal for wave energy conversion systems with few stakeholders, high annual average wave energy density, and manageable mooring depths. We should develop "energy islands" where wind, wave, current, and possibly solar systems maximize the electric power delivered to shore per acre of sea surface.
